Submit Typhoon Date Handling

Submit typhoon-day handling to adjust settlement arrangements for affected markets. Submitting creates an approval ticket.

  • Required: ledger_date (ledger date, format YYYYMMDD), markets (affected market list), only_balance_delay (whether to delay cash settlement only)
